1. People are uncountable
2. 'People' is all humans unless modified. 'Persons' is a specific identifiable group of people, and always needs to be clarified.
3. When using 'people' the correct tense of 'to be' is ARE.

Clarification, 'people' is countable. We say 'too many people' not 'too much people'.
