why light is an adverb ?

An adverb can modifiy a verb and an adjective as well.

Here, 'blue' is the adjective that modifies the shirt. 'light' modifies the adjective 'blue' and hence 'light' is an adverb.

 

Note: Please do not confuse this with cumulative adjectives. 

E.g. He wore is old blue shirt for party.

'old blue' - cumulative adjectives. Because 'old' does not qualify 'blue'. 'old' and 'blue' both qualify the shirt.
