Prepositional phrase usage

In the sentence "The shepherds proclaimed their joy over the event" does "over the event" modify joy or proclaimed?  In otherwards is the phrase used as an adjective or an adverb?

Ask yourself 'Is it telling us where/how/when they proclaimd something or what type of joy it was?'

It was joy about/at/ over the event.  The preposition phrase is functioning adjectivally.

Thanks. I'm homeschooling my granddaughter for a bit. The other questions were easy enough but this one, for some reason, confused me. She thankfully answered it correctly.
