Describe a percentage



He expressed disappointment at the low prosecution rate (about 10% of the reported cases) against unlicensed operation in the past two years.



Can I use "at" and "against" in this case, to describe a percentage, i.e. "the rate of prosecution"?

I suggest changing 'at' to 'in'.  We don't use 'at' with forms of the word disappoint.  


The use of 'against' almost fits; though, I think perhaps 'of' is more correct.
