If you want to retain the passive voice style, it can be written as follows: "A new intramural sports program has been just established at our company to promote friendship, co-operation, and healthy lifestyles among employees." The debate about split infinitive can crop up.  'has been just established' or 'has just been established'? Experts here may clarify this point!

There is no split infinitive in your example. 'To promote' is the only one. 'Has been established' is the present perfect tense in passive voice.
