Should titles end with a punctuation mark?

Begin with a Strategy for a 21st Century Bathroom to include Deep Soakers, Towel Warmers and More

Titles do not end with a punctuation mark.  If you are citing a title, however, it should be italicised if a book or in quotation marks if the title of an article.
