How should the quotation mark be placed for a third nested quote?

How should we place the quotation mark if the sentence involves a third nested quote ?

Is the quotation mark properly applied for the example below?

  • Exodus 3:14 say, God said to Moses, I AM WHO I AM. And he said, Say this to the people of Israel, I AM has sent me to you.”’”

Besides Lewis's solution, you should consider that there is not a third voice in the paragraph -- so there is not a need for a third level. God's words are the second level, and when God "quotes" himself, there is not a need to introduce another level.

Exodus 3:14 says, “God said to Moses, ‘I AM WHO I AM.’ And he said, ‘Say this to the people of Israel, I AM has sent me to you.'”

The King James Version doesn't use quotes in the passage, although the 21st Century KJV does. American Standard - no. Complete Jewish Bible - yes. There are many versions in English for the Bible, and there isn't a consensus on whether or not quotation marks are used. That makes you stop and think right there.
