Is or Was ?

Carlo took another drink and tottered to his feet. He emptied the duffle onto the floor. Four T-shirts, three green and one white, five pairs of socks, five pairs of underwear, green shorts, green pants, three pairs of blue jeans, two dress shirts, sunglasses, and one neck tie. The last thing to fall out was a crumpled backpack.


A friend insists "The last thing to fall out is a crumpled backpack" is the correct phrase. I think was is correct, so I ask you.
