Comma or semi-colon

I am thinking that instead of putting a colon after besides, I should put a semi-colon after him?

See example:

Emanuel has been away on a 2-week business trip, and unable to meet with Kathleen and I. Besides, it is he who ultimately will make the final decision about Travis.
