An adjective always modifies a noun. An adverb always modifies a verb.

First of all find out at what place the phrase is used. If it is used in place of noun, it is a noun phrase.

If the phrase is modifying a noun it is an adjective phrase.

In other words we can say that try the same way you try to find out a noun or an adjective or an adverb.
