This will depend if you are speaking/writing in American or British English. In American English, the"h" is not pronounced (erbal) so "an" is used. In British English, the "h" is pronounced (herbal) so "a" is used.

The general rule for words that begin with an "h" is "a" if it is pronounced and "an" if it is not pronounced.
