Can we say " There isn't any monkey there"
or we must say " There aren't any monkeys there" ?

& WHY?

There isn't any monkey there or There aren't any monkeys there.

Monkey is a singular subject. Hence, use singular verb "is".

Monkeys is a plural subject. Hence, use plural verb "are".
