Could - Can - Be able to


I have a text and I am confusing about it.


"This is a quick email to tell you that I know you are having a hard time. We are all here to help you, so come talk to anyone whenever you want. If you have time this week, how about meeting after work? I'd like to buy you a coffee and we could have a chat."


- "Could" is "can" in the past? Why they use "could" in this text.

- They talk about the future, the next time. Why they don't use "be able to".
