welcome versus welcomed


Cannot both "welcome" and "welcomed" be used correctly and essentially have the same meaning?

For example:

(1) "Her call is always welcome." ("welcome" as adjective)

(2) "Her call is always welcomed." ("welcomed" as verb -- past participle)

Both essentially mean "Her call is always gladly received." or "I always welcome her call."
