I want to know if my sentence makes sense.

She waved her hair at me.

I mean by the sentence that she used her hand to sway her hair in my direction but I don't know if the sentence makes sense like this.

I think it makes sense, but wave may give the impression that she held it and waved it back and forth.

Based on your description "flicked" might be a better verb.

If you feel like going Don Juan;

"She flicked her hair coquettishly in my direction."
