Your subject heading is actually wrong.  The sentence you give is already in the passive voice. There are 2 clues for this:  [1] The verb formation is 'to be' [will be] + past participle [elected], [2]

you have the add-on 'by the group'.  In addition, you need to start your sentence with a capital letter.  Here is your sentence:


he will be elected secretary by the group.


The instruction should be:  Change the following sentence to the active voice and begin with 'The group'.  This will give you:


The group will elect him as secretary.
