In this sentence:


"According to Department of Education (2010), Upward Bound was the
first TRIO program created by Lyndon B. Johnson administration’s “War
on Poverty” in 1964."

Should it read "According to the Department of Education (2010)..."?

Yes, you should include the "the".


Also, the sentence implies that the administration's 'War' generated many programs in 1964, of which, Upward Bound was the first. Is this correct? If not, you should rework the sentence a little.
