Can you use a semi colon if the second clause isnt quite a strong sentence on its own? Dont both section need to have the ablility to stand alone?

For example, would this be a correct use of a semi colon??

Yes,  the semicolon separates two linked thoughts, which is what you have in your example.  In my view, a semicolon could be used in your sentence,  to heighten the emphasis, but normally I would expect a comma, or (though purists may disagree) even more dramatically, a full stop/period.
