It is an object clause; not a sentence as such, but could be made one if preceded, for example, by

  • I am
  • We are looking for

and then

a responsible, confident, pro-active individual,  willing and able to learn analytically in the field of aerospace.

Note: Is there a problem with this sentence?   If there is, how can I improve it?

And, in British English, it's fulfil.
