Does this sentence make sense

"Conflict arrises when (event/person)"

"Conflict arose when (event/person)"

It's hard to say, without knowing what would go inside the parentheses. But there's nothing wrong with the beginning of either sentence, except the spelling of "arises" (it should only have one "r").
