You would usually say "Jefferson was the third present of America" because it happend in the past, and he was third, after George Washington and John Adams.


You can use "is" when talking about the past if you are imagining actually being there.

The year is 1802. Jefferson is president of the United States and the French are making peace with the British at Amiens.

This kind of artifice is often used in historical novels and by historians wanting to "bring the past alive."
