All are is correct. Here "All" is a plural subject.

It depends on the noun 'all' is used for.

If all is used for a singular it is followed by a singular noun.

All that gliters is not gold.

If all is used for a plural noun, aplural verb is used.

I had 5 books and all were brought from Gaurav.

Here "All" works as an adjective, and not as a noun
