Please prepare a request for substantive examination of the application.

 

Examination is uncountable, there is an adjective in front of it, however it is used without an article. Why?

 

Is it possible to say A substantive examination or

 

THE substantive examination in the above example?

I would use 'a'. Examination is countable. You can have one examination, or you can have many examinations.
