This depends on what you are trying to say.

If you mean to talk in general about the common attitude and behaviour of young people, you should use: "Youth attitude and behaviour."

If you want to talk about the variety of attitudes and behaviours that are typical for young people you should use: "Youth attitudes and behaviours."
