Festivities or festivals are celebrations.  So, your sentence is saying that they celebrate celebrations.


You probably mean that they celebrate holidays or other special occasions with festivities. In context, the reader should understand what it is that they are celebrating.  You are telling them how they celebrate, not what they celebrate. 


Every state celebrates with special festivities each year.
