"constant location" or "traceable location"?

Example:

The police should be able to identify unlicesned hotels and take prosecution because these hotels operate business everyday in constant locations?

 

Is "constant" a valid descriptor for "locations" in above? I mean, the hotels are always there and will not change location or address.

I think the best word is 'unchanging'.  I think it would be more clear.  

 

Also, I have two more suggestions -- check your spelling and consider  changing 'take prosecution' to 'to prosecute'.  'Take prosecution' doesn't make sense.
