There are two problems with your sentence: Firstly, there is inconsistency between the tenses used in the two clauses; secondly, you have created a comma splice by joining two independent clauses with a comma without using a coordinating conjunction.
Most of the time they do not do what they are supposed to; instead, they take the easy path.
