The shelters are not safe and the conditions there are horrible they are short staff with not enough workers to make sure everything is running smoothly and the sheltered feel safe and obey the rules of the shelter, lack of funding is the problem but we should not make it a big problem, in keeping the shelter up and secure for the homeless to live.

As Tolley stated, you have a major run-on sentence. Additionally, (as also mentioned by Tolley), your passage is nonsensical. If you are so concerned about the deplorable conditions at the shelter, and if said conditions are caused by a severe lack of funding, why on earth would you not care to make issue of this?
