You have properly capitalized (that is not capitalized) county in your sentence. All government is fond of capitalizing itself (City, County, State), these words should only be capitalized when they are part of the entity's proper name. For instance:
San Joaquin County officials announced a new program ...
The County of San Joaquin Superior Court is located at ...
Stockton is the county seat.
The county will no longer accept e-waste for recycling at ...
