To turn this into the active voice, we need to know who enforces the demands. But, since we can't guess the who from the sentence provided, I'll make something up.
In districts today, Mickey Mouse enforces the myriad of demands to increase student performance.
Active sentence require the subject of the sentence to make the actions described by the verb.
Also, myriad is plural, so you cannot say "a myriad". Other problems, demands cannot be enforced. They can be acted upon. Yearly, an adverb is too far removed from that which it modifiers.
