Problems with conditional sentences

in what part of this sentence can i put the conditional

There seemed to be an implication of socialized medicine and this is when the Constitution violation came up.

I don't know if using a conditional in this sentence is necessary.

BUT, there is some rephrasing that can make the sentence more clear.

"At the first implication of socialized medicine, the discussion over constitutionality began."
