Is it correct to say The Capulet's were upset or The Capulets were upset?

The Capulets were upset.
For most, but definately not all, words in English, the plural is indicated by adding "S" (without the apostrophe). The possessive is indicated by adding apostrophe "S".
In your sentence, there is nothing to be possessed and you are talking about more than one Capulet.
