In Philippians, Paul tells us to eagerly expect and hope that we should not be ashamed.

 

How is this a confusing modifier?

You are not supposed to place anything between "to" and its following verb.

 

You could say:

 

"In Philippians, Paul tells us to expect and hope with eagerness that we should not be ashamed."
