Someone cut the wire.

To change it into passive:

Introduce a doer: "Someone"

Use the auxiliary verb according to new subject: "has"

Remove the form of "be"

Use main verb in the same form of "be". Here "been" past participle so "cut" as past participle.

Place the noun in the end.

"Someone has cut the wire."
