safest is more better than most safe. for example if you say:"This is the safest password."in this sentence you will somehow realize better the meaning of the sentence than:"This is the most safe password"and also if you want to summarize it is better to write the first one.

Formation of superlative is based on the syllable of an adjective.
If it is one, "er" and "est" are used to make comparatives and superlatives. See:
tall taller tallest.
Safe safer safest.
