Which of the following is the right way to use 'partner' as a verb?  Does it require the preposition 'with'?

 

1. We partner Sony to deliver entertainment to our Japanese users.

OR

2. We partner with Sony to deliver entertainment to our Japanese users.

What is the grammar principle that one needs to know to make the right choice in this case?
