Which is correct? emerging seniors housing needs OR emerging seniors' housing needs

Neither. You have to be careful when you string a lot of nouns together. It can easily lead to confusion. Right now, you seem to be indicating that the seniors are emerging. I suspect that you actually mean to communicate that the housing needs are emerging. Depending on the context of the rest of the sentence, I would word it something like: the growing need for senior housing. The word "emerging" doesn't quite fit for me. That indicates that it has just come to light that there is a need for senior housing.
