When referring to the board of trustees, should it be Board of Trustees? What about if used this way: The presidential review is a Board of Trustees function and process conducted by the chancellor on behalf of the Trustees.

None of them is proper noun so there is no need of capitalising the first letters.
The presidential review is a function of the board of trustees and a process conducted by the cancellor on behalf of the trustees.
However I didn't get what do you mean by ".........on behalf of the trutees"
