John will arrive tomorrow. 

 

When does the plane arrive?

 His plane arrives at 7am.

 

When is the plane arriving?

 His plane is arriving at 7am.

A present continuous tense can be used to express something that is alreadydecided.

His plane is arriving tomorrow at 7.00 a.m.
