Using commas around "in fact"

I was provided a newsletter with this sentence, "Birds and rodents, in fact all insects are attracted to areas where there is plenty of food, water and a harborage."

 

I thought it should be, "Birds and rodents, in fact, all insects, are attracted to areas where there is plenty of food, water and a harborage."

 

Am I correct?
