Identify the different elements (past, present, modal, perfect, progressive, passive) underlined in the following verb phrases.

They were being questioned at length.

('Were being questioned' is the underlined part.)

The answer to this was past, progressive, passive

I understood the first two, but I don't understand the passive.

Why passive?? I've been reading through the meaning of passive, but I don't get it! Can anyone please help me? Thanks!!

The passive voice is when the subject is not performing the action. Someone else is doing something to the subject. In your sentence, "they" is the subject. Someone else is doing the questioning. An active voice sentence would be: the police questioned them. Now the subject is "the police" and the subject is performing the action.
