What verb should I use in this sentence?

Be careful not to micro-manage them or suggest rigid guidelines for completing projects.

I don't have a huge problem with this sentence as it is. My suggestion to make it really clear would be:

"Be careful not to micro-manage them or 'to' suggest 'to them' rigid guidelines for completing projects.

Otherwise, you are telling your listener not to micro-manage 'them', but not telling the listener to whom they should not be suggesting rigid guidelines. However, you would get away with the first version of this sentence unless it was being reviewed by pedants!
