The basic construction is: not only this, but also thatThis and that have to be the same type of word or phrase.  If this includes a verb (increase), then that needs to include a verb.  In your case the verb applies to both this and that.  If it increased this and decreased that, then you would need a verb on each part.  It is redundant to use the same verb twice (not only increase this but also increase that).  Instead, put the common things outside of the construction.  Now you have the same thing - noun phrases - on each side.  Parallelism.

 

Global warming may increase not only air and ocean temperatures but also the force of storms.
