Is the comma in this sentence necessary? If it is, why?

Patrick Turner's body was found on September 28, in a shallow grave on Bodmin Moor.

To clarify why, we do not put commas between prepositional phrases unless we are turning them into a list. "on September 28th, in a shallow grave, and beneath the ivory tower" Even then, we don't need to make a list unless we choose to; "on September 28th in a shallow grave beneath the ivory tower." Why no comma? Because we don't put commas between prepositional phrases--why did you think that you SHOULD have?
