Ellipse, quotes

In the sentence:

They will say, "We agree with the changes BUT . . . " the 'BUT' being used more as a superficial excuse for not making changes.

 

Is this part of the sentence ok?   BUT . . . " the 'BUT'

 

If not, what should be changed?
