Use of comma after a short introductory prepositional phrase.


Is the comma used correctly in the following sentence?  


     In Canada, euthanasia is punishable by imprisonment.

When I was in school many years ago, we were told that introductory phrases of five or more words needed a comma.  Today, the common rule is that all introductory phrases need commas.  I like the new rule better.
