The first thing I would do is to find a place for a period.  Ending the first sentence after Commentary I will give the reader a chance to take a mental breath. 

You need closing quotes at the end. 

You're not allowed to change what is quoted, but there should be a comma after the first 'behavior'.  You have a closing parenthesis within the quote, but there is no opening parenthesis.

If the start of the quote is the start of the sentence in the original, 'Each' should be capitalized.  If it is taken from within a sentence, precede 'each' with an ellipsis.  "...each staff ".
