Is it possible to say: " We are 'in' war with Russia"

If your country were in a war with Russia, yes, but you should use 'a' before 'war' and finish with a period and not use quotes around 'in'.

 

We are in a war with Russia.

 

You could also write:

We are at war with Russia.
