Is it there or they're?

I would love an answer to the proper use of there or they're in this sentence.  I read this from a colleague.  I think this should be there...right???

 

Also there is no needed to createa a new file provided that they are no additional design control activities.

Yes, the words in bold should be there are.  I would chalk it up to a typo or a brain fart rather than bring it up to a colleague.  Needed should be need
