The first sentence indicates that Tuesday will be the thrid anniversary of when you started studying English, but it is awkward.

On Tuesday, it will be three years that I have been studying English.

The second sentence indicates that you have been doing this only on Tuesdays, and have been doing it for three years.  It is also awkward.

I have been studying English on Tuesdays for three years.
